No, but there is also nothing that says that ccTLDs have to provide
any WHOIS service at all.

The issue of WHOIS access for security researchers is an ongoing hot
topic at ICANN.  For some reason there is a bunch of self-appointed
privacy advocates who deny that WHOIS is useful for security research
at all.  You don't have to tell us that they're wrong.
