It's unfortunate that ICANN continues to portray itself in public as
somehow having something to do with making a decision about this,
despite its chartered limited role.  As Patrik suggests in that video,
the decision was Unicode's.  ICANN is not making a decision about
this, it is just implementing the standard.  (It's also kinda strange
that Patrik says that SSAC "discovered" that IDNA doesn't permit
these, since he's actually the author of the document that says that.
I'm sure it was a matter of presentation, but it sounds a little
strange if you know the history.)
