[dns-operations] check if a domain has been registered via DNS

In fact the module can't handle customized ccTLDs,

~$ perl -MNet::Domain::Registration::Check -le 'print 
domain_on_parent(+shift)' test.nic.co
domain TLD not exists at -e line 1

~$ perl -MNet::Domain::Registration::Check -le 'print 
domain_on_parent(+shift)' java.com.de
domain TLD not exists at -e line 1

only IANA root zone DB should be covered. :)
