[dns-operations] which registries test nameservers before delegations?

At the moment there’s no difference between “registration” and “delegation” at a practical level for .ie domains. So if the domain doesn’t have functioning DNS that passes the test it won’t get fully registered and we may end up having to refund the registrant.
