/etc/nsswitch.conf:
hosts:  files resolve [!UNAVAIL=return] dns

So yes, it is the default, on ubuntu 17.04 zesty.

P.S. It works perfectly for me with DNSSEC=allow-downgrade (the default
until I picked up the update today).
