this brings up three issues, none of which require further discussion.

1. f-root has been doing axfr since before icann existed. folks who have
not read an RFC since 1997 might not know about icann at all, and might
have relied on completely reliable f-root axfr since that time.

2. all f-root nodes, ever, since before anycast, have supported axfr,
until the recent cloudflare expansion. this seems to have surprised some
folks, both inside and outside of ISC.

3. it may or may not be reasonable to think that something which has
always worked, will continue to work. i used to have a cron job that
fetched hosts.txt from sri-nic.arpa, and one fine day, that broke.
