No.  That's a decision made by the server, and many who are operating
largeish DNS servers these days have decided that minimal responses
are better because they're less useful for amplification.  You need to
query explicitly if you need the data.

Note that anyway you might not get everything from a cache if the
relevant data has expired anyway, so it's not clear that you're
getting what you need without the explicit queries anyhow.
