[dns-operations] Tool for fragmentation/TCP processing of pcap DNS files

Hello,

Here at BII Labs we put together a tool to defragment IP and
reconstruct TCP streams for DNS packets in pcap files. Runxia, a
software developer here, did the work, and I published a blog article
about it here:

Hopefully it is useful to someone else working in DNS.
