here, i agree. "aggressive" would be to replace the root zone file used 
by the server at the old address with an empty one (except the apex SOA 
and NS RRs) so that it replied NXDOMAIN to all queries.

if we want people to know there is an internet, and that they are 
connected to that internet, and that the internet has servers, and that 
those servers sometimes get renumbered, we'd have to be "aggressive."

going dark, as L-root proposes to do, is not "aggressive" at all.
