There is a Python implementation at https://github.com/Rafiot/Whois-Server

I haven't used it so can't speak to reliability or correctness. Last commit
was 5 years ago.

It appears that it was built to redistribute whois databases from ARIN,
RIPE and Lacnic. It looks like it wouldn't be too hard to add a custom
database.
