[dns-operations] Root and TLD servers are now 98.47% compliant

The servers that were ignoring the EDNS version field appear to
have been upgraded.  This took EDNS compliance rates from 80.11%
to 98.47%.

The was a ~5% improvement in the compliance rates of the Alexa top
1000 zones servers.
