[dns-operations] MANRS and Storm on the DNS

All,

There was some discussion and/or wringing-of-hands here about the lack
of BCP 38 on the Internet in the wake of the "Storm on the DNS" attack
recently.

FYI, there are people over at ISOC trying to improve the situation:

I'm not personally involved with the effort, but it seems like a
