[dns-operations] x.arin.net unreachable over IPv6

Hi Sadiq,
We are aware of this issue. We made some network changes when moving
x.arin.net to a new datacenter this week. The changes seem to have
tripped a v6 bug that is suppressing our v6 route to our upstream
providers. We are working on reverting the change while we work with
our router vendor on resolving the bug.
Hope to have this fixed and sorry for the inconvenience.
