[dns-operations] Sporadic but noticable SERVFAILs in specific dual stack nodes in an anycast resolving farm

Greetings to all,

we face an issue with noticable SERVFAILs in a few of our caching
resolvers running BIND. We have no clear understanding of the problem
yet and we just test things. However, it is a problem affecting our
customer base and since there are a lot of good relevant people on this
list, I think it is a good idea to share.

Any suggestion, hint, suspicion is highly welcome. Of course it is good
to know if anyone else has faced anything similar.
