Why?  They got Florian to see what they wanted him to see, didn't they?

As far as whether it's illegal - the English-language rendition didn't 
seem clear to me (too many unspecified pronouns).  I'd have to say, if 
you want to know, contact the zone's manager.  I certainly won't lose 
sleep over it.  ;~)
