I suggest you re-check cogent's policies. HE is happy to peer with _ANYONE_.
Cogent claims they are a "tier 1" and requires HE to buy transit. HE refuses
to buy v6 transit, which kinda-sortta makes sense since HE has more v6
routes than anyone else (they claim, and they are at least in the top 2 or
3).
