To close the loop on this:

 - IANA's databases are populated when a new ISO-3166 code is assigned, or when a new fast-track IDN string is approved, in advance of those TLDs actually being used or delegated. The records for such strings are sparse, as above.

 - such changes propagate very rapidly to www.iana.org, but more slowly to whois.iana.org

 - a change was made for this particular string recently, as could be seen on www.iana.org

 - that same change is now reflected in whois.iana.org (see below). There was no problem, just a matter of waiting for the data to propagate.
