So there's net-neutrality law, but in reality... no net-neutrality:

a] large ISP's (KPN, T-mobile) proxy all :25 traffic, messing up "ANY"  SPF records.
b] large ISP's (UPC, Ziggo) still are forced to return censored replies to thepiratebay.se "IN" (ahum)  A queries.

...and the govermental telecommunication authority OPTA is not demanding to obey the law (which is newer than the court order related to that 2nd issue).
