[dns-operations] Reminder about upcoming .gov algorithm roll

This notice is a reminder that an algorithm roll for the .gov zone
will take place in the upcoming weeks.  The .gov zone is currently
signed with algorithm 7 (RSASHA1-NSEC3-SHA1) and will be changed
to use algorithm 8 (RSA/SHA-256).  The schedule for the algorithm
roll is as follows:

August 29th: The .gov zone will begin publishing algorithm 8 RRSIGs.

September 3rd: The .gov zone will begin publishing algorithm 8 DNSKEYs.

September 10th (estimated): The algorithm 8 DS records will replace
the algorithm 7 DS records in the root zone.

September 17th: The .gov zone will cease publishing algorithm 7 DNSKEYs.

September 19th: The .gov zone will cease publishing algorithm 7 RRISGs.
