[dns-operations] OpenHardware FPGA-based HSM (was: Summary: Anyone.still using a.Sun/Oracle.SCA6000 with OpenSSL?)

PCH would, of course, support this with cash and engineering, if it were aimed at a Level 4 certification.  We can't use anything lower than that.
