[dns-operations] Why would an MTA issue an ANY query instead of an MX query?

Yes, you don't have that power. If you issue an RFC that ANY queries are deprecated, nothing will happen. People will keep sending them and the big implementations will keep supporting them.

Also, the RFC-issuing-bandwidth we have has enough of a queue to work through.
