[dns-operations] Why would an MTA issue an ANY query instead of an MX query?

My understanding is that djb has issued no patches to qmail after the
last release version (several years ago). There are lots of third party
patches, but I haven't seen any that change the behavior of the basic
ANY queries. I could be wrong.
