[dns-operations] NS strangeness for TLD "nc"

New Calodonia, .NC, has a request with the IANA to change the NS RRset and
to add DS. Once that is done, you'll get the 4 NS' which has the signed
version of the zone, and two NS' has IPv6 as opposed to today with none.

This is "normal" behaviour, when you catch things while IANA is processing
your request. The IANA will complain a lot if the auth NS RRset doesn't
match what you put in their form.

No conspiracy :-)

Expect all to be normal within a week.
