Perhaps it's because you've already lost if the unwanted queries have  
reached your server? The "stop sending me spam" option doesn't seem to  
work on my mail server. :-)

IMO, traffic shaping and blocking is best done in the devices that are  
designed to do that sort of thing. A name server's job is to answer  
queries.
