I think that's a little bit of a red herring. The usual reason that
IETF "management" gives for not wanting to take on intra-host stuff is
that the IETF by and large does not have the expertise to do those
things. That isn't somehow being obstructionist: it's saying, "You
need to take this for review in a place where the people who are
likely to give you good feedback are."
Perhaps there is an argument to be made in this case (I think there
might be) that the applications area people will have enough expertise
to be able to talk about a DNS API. Then your main problem will be
attracting the interest.
