[dns-operations] Introducing DNSCrypt

No source code yet on Github, no technical description on the above
page (<http://dnscurve.org/out-implement.html> is listed but I have no
idea on how far DNScrypt is from this description), only a MacOS
binary to download... It seems too early to discuss this future work.

In the mean time, dnssec-trigger already secures the last mile 
<http://www.nlnetlabs.nl/projects/dnssec-trigger/>.
