[dns-operations] root-tld-changes

i'd like to share with all of you an example of a stunningly fun service
now offered free of charge by ISC SIE.  there's a mailman list (see headers
in attached e-mail) that receives notice of every change seen in the root
zone.  this is not a once-a-day diff, it's real time.  whenever ISC DNSDB
records a change that's in the root zone's bailiwick, email goes out.  fun!
