I think http://www.isi.edu/b-root/ looks canonical. It points to
<hostmaster at b.root-servers.net> as the contact email. It also states
that the Computer Networks Division is the responsible group. John
Wroclawski or Terry Benzel would be the director/deputy director
of that group. Their contact information can be found:

I don't think USC/ISI has identified a "spokesperson" for "B", although
they do have a PR person who does public statesments.
