earlier in this thread you posited that a resolver might have an IPv6
address but be unable to contact an IPv6 nameserver:

how is this situation improved in any way by having A records at every
nameserver name?  (it isn't.)  the resolver will still attempt to
contact the IPv6 nameservers some of the time, and it will still try
another nameserver when it doesn't get a response.
