In the dot-gov space, many zones were signed because they were mandated to
do so. Because of the relatively short notice to comply, the results have
been all over the map. I don't believe it's a lack of interest, just a lack
of experience and resources. It really is a non-trivial extension to plain
DNS. As DNSSEC deployment increases, community support is necessary to help
make it work.
