Perhaps because some people did not get the mail because their domains did
not resolve?

This reminds me of some of the customers back in my ISP days which demanded
to be notified of mail-outages by email.

Anyway, I hope DENIC will take .se's postmortem report on their outage as
example and distributes a similar report via the appropriate channels.
