[dns-operations] nomenclature for "dns operator"

not that this is especially informative, or nominally dispositive, but
in the icann playpen we've "registry operator", meaning the party with
am icann contract, which might be as ephemeral as a virtual isp, and
"registry backend services provider", meaning the facilities based
actor, which may not have an icann contract, e.g., core, or may, e.g.,
the atlas operator, also known as vgrs.
what other protocols?
