[dns-operations] nomenclature for "dns operator"

fwiw, when i've been talking about dns operators, i've been talking about
the dns protocol, and operators of the equipment that speaks that protocol,
so, recursive or authority sysadmins/executives. i realize that the dns
industry now spans other protocols than just dns, and that there are a lot
of sysadmins and executives who are technically "dns operators" even though
they outsource their authority server work. we need some new terminology.
