[dns-operations] Truncated EDNS0 answer from server A, B, C, D, E, G and J

Whether this was intended or not it will have the effect of mitigating
the impact caused by broken middleware that drop fragmented responses
at the expense of unnecessary TCP traffic.

Unfortunatly it will also make it extremely hard to work out what
percentage of clients are behind such firewalls as they are unlikely
to not hit one of these servers before triggering the code.
