[dns-operations] Signing of the ARPA zone

Matt,

Congrats to you and everyone else involved in getting this done, very
cool stuff!

One question, I notice that the NS set for ARPA includes all of the
roots except for J. Will J be included eventually, or if not, why not?

I know that historically not all of the roots have served the ARPA zone,
but I'm wondering if it wouldn't make sense to make them all consistent
at this point.
