[dns-operations] m.root-servers.net failing

This is being discussed at greater length over on dnsop at ietf.org
(although dns-oarc would probably have been more appropriate).

The general conclusion seem to be that the offending instance is
the one identified as M-CDG-3 by (CH,TXT,hostname.bind) queries.
