[dns-operations] /24 Reverse DNS delegation using the IP Address 4th octet?

Lots of small ISP's that are given /17 .. /24 sized blocks from the
RIR's don't know how to correctly get the reverse namespace properly
delegated to their customers servers when it is a /24 or greater.

The ISP needs to SWIP the address range and add the customers
nameservers rather their own.  In this way the in-addr.arpa delegation
goes straight from the RIR to the customer.  The ISP is still in
control of the address block.

The RIR's have documentation on how to do this and people who
understand this if the ISP needs to talk to them
