Bob,

You may want to talk to the authors of your resolver software. They are in
the best position to study what is going on - short of networking issues.

The scenario as you describe does not sound like a likely cause of your
problem - perhaps something else is going on.

A networking issue might mean that your servers simply have a hard time
receiving answers from the .ca servers, and repeating queries a lot.
