Last year, for a customer of ours, we saw the same thing.  We weren't 
able to track it down though (it wasn't our zone, the queries came 
from ISPs we had no informal means of contact with, etc.).  The last 
working theory before handing the situation back to the customer was 
that it might have been a new release of code being adopted in 
places, but time hasn't backed that up.

(Not much more than a "we feel your pain" message.)
