note that while i expect the ietf to reject this proposal and all other
proposals that are similar to this one, isc will eventually submit this
to ietf.  meanwhile it's an ISC Tech Note describing a BIND extension
(which we hope other recursive implementors will also find useful.)  the
draft technote as it is today needs some editorial work, but, i don't
expect any backward-incompatible changes to be made before publication.
