[dns-operations] A queries for isc.org from 24.138.162.251

Hi folks,

With my DRG hat on, we were seeing 24.138.162.251 issuing A queries for
isc.org, using edns0 with the rd and do bits set to hosts all over the
net.  I asked Paul about and he said it wasn't his group.

A web page at the host had a redirect to www.opp.ca (Ontario Provincial
Police).  We shot a note off to the ISP abuse@ address last week, but
hadn't yet heard back and I suspect we're unlikely to.  If anyone wants
to shed any light on it, we'd be interested in knowing if this is
legitimate research or something else.
