[dns-operations] New IANA ITAR entry for NU may test some edge cases

I just noticed that the new version of the IANA ITAR (serial 23) contains an
entry for "NU", and that that TLD has some interesting properties:

 a) It has a single ZSK (i.e. without the SEP bit) and no KSK. It is the
    ZSK which the ITAR entry references.

 b) There are 3 wildcard A records for "*.nu".

I don't think any previous signed TLD has had either property: it will be
interesting to see if implementations are stressed by them.
