[dns-operations] Problems resolving .gov using DLV

I only now see NSEC3 keys in the DLV for satellite.dnslab.jp.  I am not 
seeing them for the other two domains.  I am able to confirm the problem 
exists for satellite.dnslab.jp.  Ed, what do you see?
