Welcome to the wonderful world of DNS. I suggest that you learn a few
tricks:

1) Read the message, the OP explained why he wanted to contact RIPE
and not CNNIC

2) Learn to use dig, which will give you the identity of the
hostmaster (not the administrative contact, the real DNS manager).
