[dns-operations] When TLDs have apex A records

The then Chair and CEO both got technical input on wildcards circa Rome, 
March 2004, and as early is Montevideo, September 2000, the issue was 
conveyed to the then-general counsel.

This was independent from the SSAC report of July 2004.
