[dns-operations] Compiling ncap on Debian/Linux (Was: "NS .", the attack of the month?

This builds fine on my 64-bit CentOS 5.2 systems.  The required functions 
are in the 64-bit Bind library (/usr/lib64/libbind.so.4).
