I believe it's primarily routing...at a global node, you'd have 
globally reaching transit provider(s).  At a local node, the routing 
advertisement has a limited topological scope.  If a local node's 
routing adverts disappear, the users of that node will then choose a 
route to a global node.

...oh another difference might be in the load they are prepared to handle.
