[dns-operations] Interim Trust Anchor Repository

Hi,

I'm no longer an IANA staff member (sad but true).  Speaking  
personally, I'd think it would probably be appropriate for Kim (as  
Root Zone Services Manager) and Barbara (as IANA GM) to sign the key.
