[dns-operations] Various Verisign IPv6 servers unreachable

Hi,

could someone at Verisign please have a closer look at their IPv6 
servers? nstld at verisign-grs.com is unresponsive and those issues have 
been there for weeks.

* b.gtld-servers.net (2001:503:231d::2:30) does not answer for about 
anyone since November 25th, see RIPE DNSMON:

* a.root-servers.net (2001:503:ba3e::2:30) and j.root-servers.net 
(2001:503:c27::2:30) show a very weird pattern of unreachability from 
several DNSMON probes (and two Smokeping probes of my own) since 
November 15th

I.e. source prefixes 2001:1b10::/32 and 2001:4d88::/32 have these 
issues, 2001:4ca0::/32 is clean. All three sites go through

  9  10gigabitethernet2-3.core1.ash1.he.net (2001:470:0:36::1)  97.948 ms

the working ones see

10  2001:504:0:2::2641:1 (2001:504:0:2::2641:1)  98.265 ms !S

the broken ones see '* * *', so I assume it's a bad route back.
