in this case, you are changing the highway, and a seemingly (to the
innocent admin) well-running car will no longer work on it.  and the
chances of getting all those drivers to change their cars is about as
likely as cash falling from the sky.

so i suggest thinking about how we're gonna minimize the triage and
cost/effort/pain of modification.
